• Work-to-rule
-Work-to-rule is a form of labor dispute in which workers strictly follow laws or regulations far more rigorously than usual, intentionally lowering work efficiency to put pressure on the employer.
■ Key Characteristics
1. Legal method: Since workers thoroughly comply with laws or company rules, it is not considered illegal like a strike and does not pose legal issues.
2. Inducing delays: For example, bus drivers may follow every stop procedure exactly as written in the manual, or railway workers may strictly adhere to all safety regulations to deliberately delay trains.
3. Similar to slowdown: It resembles a slowdown in that it intentionally reduces productivity, but it is different from sabotage (illegal acts such as equipment damage).
4. Avoiding disciplinary action: Because workers are following the rules, it is difficult for employers to impose disciplinary measures.

🚌 Seoul City Bus Work-to-rule
Recently, Seoul city bus drivers have engaged in a work-to-rule campaign, causing slower bus operations and increased inconvenience for citizens. This stems from a conflict between the union and management over ordinary wages, with the union insisting that bonuses should also be included in the calculation.

: 준법투쟁(遵法鬪爭)
노동자들이 회사의 규칙과 절차를 지나치게 철저히 준수함으로써 생산성을 낮추는 합법적인 쟁의 행위를 의미합니다.
노동 쟁의의 한 형태로, 법이나 규정을 평소보다 훨씬 더 엄격하게 지키는 방식으로 작업 능률을 의도적으로 저하시켜 사용자 측에 압박을 가하는 투쟁 방식입니다.
■ 주요 특징
1. 합법적인 방식: 법이나 회사 규정을 철저히 지키는 것이기 때문에 불법 파업과는 달리 법적으로 문제가 되지 않습니다.
2. 작업 지연 유도: 예를 들어, 버스 기사들이 모든 정차 절차를 교과서처럼 수행하거나, 철도 노동자들이 안전 규정을 100% 지켜 열차를 일부러 지연시키는 방식 등이 있습니다.
3. 태업과 유사: 일부러 생산성을 낮추는 점에서 태업과 비슷하지만, 사보타주(기물 파손 등 불법 행위)와는 다릅니다.
4. 징계 회피 가능: 규정을 지키는 것이기 때문에 징계 사유가 되기 어렵습니다.

🚌 서울 시내버스 준법투쟁
최근 서울 시내버스 기사들이 준법투쟁을 벌이면서 버스 운행이 느려지고 시민 불편이 커졌습니다. 이는 통상임금 문제에 대한 노조와 사측의 갈등에서 비롯된 것으로, 노조는 상여금도 통상임금에 포함해야 한다고 주장하고 있습니다.
