그런데 but과 also 둘 다 생략해도 맞는 문장이 될 수 있는지요?

라는 문장에서요. 혹시 systems뒤에 that were가 생략된 것인가요?

네 일단 but 대신 콤마 그리고 also 의 생략을 동시에 진행해도 됩니다.
다만 실제로 그렇게 쓰는 경우는 많이 없습니다. 
앞의 단어와 연동성이 많이 떨어지기 때문에 최소한 하나는 연동시킵니다

다음으로 모든 형용사구의 수식어 앞에는 관계사주격과 비동사를 넣을 수 있습니다. 
당연히 which, that + are, were 가 생략되어 있습니다.
